Drinking Water Engineering Report for the City of Annapolis

The city of Annapolis, located within the historical lead mining region of Missouri, has long struggled to maintain a reliable water source. Shallow wells in the local alluvium have been determined by Missouri DNR to be under the direct influence of surface water, and the city’s pressure filtration plant constructed in the 1960’s is not capable of treating surface water to the degree that is needed for safe human consumption. The city has constructed several deep rock wells in an attempt to bypass the need to treat surface water. The local granite, however, is known for its low water supply. This has been evidenced in the yield of the water wells, which have proven incapable of providing enough water to reliably keep up with demand.

Heartland Engineering was hired by the city to analyze the existing water system, and provide options that will solve the city’s water system needs. The city is located over 14-miles from the nearest neighboring water system located in Piedmont. Therefore, water regionalization is not a realistic option. The engineering report explored three options: the construction of additional deep rock wells, construction of a surface water treatment package plant, and restoring and updating the city’s existing pressure filter treatment system while adding the capability to safely treat groundwater under the direct influence of surface water. The engineering recommendation of the completed report was that the city construct a surface water treatment package plant on land already owned by the city. The completed report was submitted to the Missouri Department of Natural Resources in the fall of 2025. Funding options were compared for the Missouri DNR State Revolving Fund and USDA Rural Development, with the city submitting applications to both entities. Final acceptance of a funding package will depend upon the terms that are offered to the city. Once funding is in place, Heartland will be tasked with the final design and construction of improvements  so that residents of Annapolis can rest more easily in the future, knowing that safe drinking water will be readily available to them without undue service interruptions.
