According to the Missouri Department of Natural Resources  (MoDNR) and the US Environmental Protection Agency (EPA), all Missouri Public and Non-Transient water systems must complete and submit a lead service line inventory by October 16, 2024 for the MoDNR/EPA database.  After the inventory is completed, the EPA/MoDNR is expected to require any identified lead or “unknown” lines be replaced within a certain amount of time.  It is unclear at this time who will ultimately be responsible for the replacement of contaminated private lateral service lines but much of the effort is likely to fall upon the utility suppliers.  The Missouri Department of Natural Resources made American Rescue Plan Act (ARPA) funding available for towns and districts across the State to access for the completion of the required inventory.

Heartland Engineering is helping a number of our clients to develop and submit their EPA-mandated inventory.  Our staff has assembled a team of professionals that is assessing each of our client’s systems.  In each case our team of specialists utilize owner records to create user data spreadsheets in compliance with MoDNR requirements.  Data is collected and shared with the owner through online GIS mapping tools that the client is able to access for all of their utilities.  Field service crews provide onsite excavation through “pot holing” inspection holes which ultimately result in visual inspection of each line.  The visual inspection provides each of our clients with definitive proof of each service and allows them to make informed decisions on future replacement programs.

Heartland is happy to be the source of organization and field work that is helping to ensure that lead is removed from our client’s drinking water systems.  This work is proving to be essential in our efforts to keep our local friends and family safe from a long-standing contaminant in our drinking water.
