project description

Drinking Water Supply, Treatment, Storage, and Distribution System Improvements for the Village of Mill Spring

Mill Spring is a rural village located in southern Wayne County, Missouri.  The village originally used a local spring as its water source prior to the construction of its first water system in the 1950’s.  The current water system provides potable water to residents as well as to Wayne County Public Water Supply District #3 to the northwest.  The water line extension to connect Wayne County PWSD #3 to Mill Spring was constructed in 2008 and uses a little more than half of the daily production at the village.

The Mill Spring water system was recently facing a large number of operational and maintenance difficulties.  The single-source production well has long provided a dependable deep-rock source of potable water, however, the system has lacked a backup water supply source and emergency power.  Heartland Engineering provided funding application assistance and engineering services to help Mill Spring implement large scale system upgrades.  The $4,300,000 American Rescue Plan Act (ARPA) funding was secured with assistance from our staff. The improvements include a second deep-rock water well paired with a new well house and ground storage tank. The system’s existing tank and well house were rehabilitated to bring them up to modern standards.  Additionally, the distribution system design received repairs and modifications, along with new valves and hydrants.  Lead service line inspection was completed during the construction to complete the state mandated lead service line inventory for the system.

Mill Springs water system has come a long way from the its initial inception where residents sourced water from a local spring.  The completed improvements will safeguard the town’s drinking water for decades to come.  Heartland is happy that our engineering firm has been relied upon by the village to help keep their water safe.
