Lead Service Line Inventory for Various Clients
The Missouri Department of Natural Resources (MoDNR) and the US Environmental Protection Agency (EPA) issued instruction that all Missouri Public and Non-Transient water systems must complete and submit a lead service line inventory by October 16, 2024 for the MoDNR/EPA database. It is expected that the EPA/MoDNR will require any identified lead or “unknown” lines be replaced within a certain time period. It is unclear at this time who will ultimately be responsible for the replacement of contaminated private lateral service lines but much of the effort is likely to fall upon the utility suppliers. The Missouri Department of Natural Resources made American Rescue Plan Act (ARPA) grant funding available for municipalities and districts across the State for the completion of the required inventory.
Heartland Engineering has helped many of our clients in the development and submission their EPA-mandated inventories. Our approach uses owner records to create user data spreadsheets in compliance with MoDNR requirements. Data is collected and shared with the owner through online geographic information systems (GIS) mapping that the client is able to access for the management of all their utilities. Field service crews provide onsite excavation through “pot holing” inspection holes which ultimately result in the visual inspection of each line. The visual inspection provides our clients with definitive proof of the material composition of each service and allows them to make informed decisions on future replacement programs.
