The small town of Neelyville sits in the heart of Missouri’s “breadbasket” surrounded by agriculture. The flatlands of the Southeastern corner of Missouri, which includes the city of Neelyville, is an area that has suffered from persistent poverty and declining population. For many years the city’s wastewater and drinking water systems suffered from a lack of funds for capital improvements because of the demographic plight of the region.
Heartland Engineering staff built a solid working relationship with Neelyville, providing the city with the funding guidance and engineering assistance necessary for the city to secure American Rescue Plan Act (ARPA) grant funding. The final grant dollar amounts award to the city were $5,000,000 for drinking water improvements, $2,010,000 for wastewater improvements, and $200,000 for lead service line inspection and inventory. The city selected our firm to assist in all manner of design, including a new deep-rock water supply well with well house, disinfection equipment and controls, as well as rehabilitation of their existing elevated drinking water storage tank. In addition, designs were completed for Phase II wastewater improvements which includes rehabilitative measures and additional security at the lagoon wastewater treatment site as well as wastewater collection system improvements.
