Neelyville Wastewater Improvements – Phase II

Wastewater Treatment Facility and Collection System Improvements for the City of Neelyville

The small town of Neelyville sits in the heart of Missouri’s breadbasket.  The flatlands of the Southeastern corner of Missouri, which includes the city of Neelyville, is an area that has faced persistent poverty and population decline.  Due to the demographic plight, municipalities in these areas often have significant challenges in obtaining funds for capital improvements.

Heartland Engineering staff have built a solid working relationship with the City of Neelyville, providing the city with the funding guidance and engineering assistance necessary to secure American Rescue Plan Act (ARPA) grant funding.  The final grant dollar amounts award to the city were approximately $5,000,000 for drinking water improvements,  $2,000,000 for wastewater improvements, and $200,000 for lead service line inspection and inventory.  The city selected our firm to assist as the engineer for for wastewater improvements, which include rehabilitative measures and additional security at the lagoon wastewater treatment site as well as lift station and collection system improvements. Construction of the project was successfully completed in the summer of 2026
