Stormwater System Improvements for the City of Poplar Bluff
Poplar Bluff’s stormwater conveyance system consists of a variety of ditches, culverts, drop inlets and retention ponds located throughout the city. The City’s northern and western terrain is somewhat hilly, while southern and eastern portions of town are located in the flat Black River floodplain. The stormwater system was developed over many decades and was formally placed under city review in the early 1990’s. Zoning now requires that developers implement stormwater management practices for new construction projects within the city limits.
Heartland Engineering was hired to assist the city in developing plans for improvements to the stormwater collection lines. Members of our staff were instrumental in helping the city secure $5,102,000 in grant dollars from the American Rescue Plan Act (ARPA). Among other design inclusions is the lining of a number of drainage ditches in the southeastern portion of the city. Staff from the city have mentioned on numerous occasions that the improvements have alleviated a substantial number of maintenance manhours, and also has had the effect of reducing the breeding grounds for pesky mosquitoes.
Grant funds were largely spent in neighborhoods with persistent poverty where government housing is prevalent. Heartland Engineering was excited to be a part of these much-needed improvements in our hometown. Construction of the project began in July 2024 and was completed in April 2025.
