Poplar Bluff’s stormwater conveyance system consists of a variety of ditches, culverts, drop inlets and retention ponds throughout the City.  The City’s northern and western terrain is somewhat hilly, while southern and eastern portions of town are located in the flat Black River floodplain.  The system has been developed over many decades and was formally placed under City review in the early 1990’s.  Zoning now requires that developers implement stormwater management practices for new or improved construction projects within the City limits.

Heartland Engineering was hired to assist the City in developing plans and implementing small improvements to the stormwater collection lines located throughout much of town.  Our staff was instrumental in securing $5,102,000 in American Rescue Plan (ARPA) funding.  Among other design inclusion is the creation of ditch lining for a number of local ditches in the southeastern portion of town.  The City’s streets staff have mentioned on numerous occasions that the improvements will alleviate a substantial number of maintenance manhours, as well as reducing the breeding grounds for pesky mosquitoes.

Funding will largely be spent in neighbors with persist poverty and where government housing is prevalent.  Heartland Engineering is excited to be part of these much-needed improvements in our Hometown.  To say the least, the improvements are widely anticipated by the City and residents alike.
